Cell phone policy in the Russian Army

Last week the Russian President Dmitry Medvedev paid a visit to the Tamanskaya Brigade (formerly, 2nd Guards Tamanskaya Motor Rifle Division), - one of the elite units of the Russian Ground Forces deployed in the Moscow military district. Among other things, the President discussed with the new recruits the cell phone policy set by the Russian Army commanders recently (Medvedev is famous for being an electronic gadgets freak). General-Colonel Valery Gerasimov, the Commander-in-Chief of the Moscow military district assured the President that the troops were allowed to use their personal cell phones unless they were involved in combat or field training.
